Finally, on the demand side there have been weak incentives to bear down on consumption with fixed water rates and lack of price variability even when capacity becomes critical. Together these factors resulted in dam water levels in South-East Queensland falling to 5% of capacity by 2006. In comes Target 140, which is run by a new inter-governmental water commission agency. So what makes it successful as a behaviour change campaign? In my view:
- The establishment of a clear target (of getting consumption down to 140 litres of water per person per day) provides focus for individual attainment and catalyses on the human competitive spirit
- The provision of simple information and guidance about how to make adaptations in daily work and personal routines enables people to switch to new or adaptive forms of behaviour
- Real time data on dam water levels drives both a sense of urgency and communality in driving down consumption
- Rebates for purchasing water-saving devices address inertia in investing in environmental technology that have medium to long term payoffs
- Fines for excess use (with clearly defined levels) codify what the undesired behaviour is and provide an active disincentive against it
- People can trade off following the ‘pro-social’ behaviour (e.g. with household signs identifying you as a user of rainwater capture)
Since the Target 140 campaign was established average water consumption has fallen over 40%. Very impressive considering the cost to government was negligible (indeed the cost-benefit ratios must be several thousand times the equivalent for infrastructure investment to achieve the same outcome).
It makes me reflect on my own foray into the behaviour change literature in writing the discussion paper 'Achieving Culture Change: a Policy Framework'. I think one of things I failed to adequately convey is that behaviour change doesn’t necessarily require incredibly sophisticated or involved programmes. Simple measures based around a robust understanding of human motivations work. What it does require though is being politically bold when times demand. Target 140 is a good such example.

Some might even say that this is an excellent example of the Enable; engage; encourage and then catalyse model set out in the UK SD strategy.... are there also targets for pblic buildings -- or does no one care about them. And is it knocking on to any other environmental behaviours? Am sending this to my water and behaviour change colleagues...
Can you show the source for the 40% reduction? I've looked at this web site and can't see a baseline. Also, consumption seems to be well below 140 on average - I suppose the idea is to put individual pressure on water hogs rather than achieve a collective target. In which case, wouldn't be more effective to publish the results in the form xxx,000 people are still using > 140L day, down from yyy,000 last month?
PS. I hope you aren't confusing this with the target to fill reservoirs to 40% capacity! Always a good idea to link to/quote from the source when you give a big headline number like that.

Jill - yes does fit the 3 E model well ... no sign of the 4th from what I've seen. I'm in process of fixing up a meeting with them so will report back on effect on wider behaviours/ attitudes.
Clive - annoyingly the water commission don't release the trend stats in raw form. In various reports and statements they note consumption fell from approximately 300L/person/day to 180L/person/day after demand management restrictions were put in place. So they are still above rather than below the target but 40% reduction.

I doubt you'd get the # of people using > 140L a day as would require individual monitoring. I suspect the stats are drawn from volume through the system divided by # of households and then triangulated with some smaller household level samples.
The Target 140 web site currently shows average consumption at 118 Litres/pers/day alongside things saying the target is 140... on reflection I think this must be a typo - but a pretty large and dumb one.
300 LPD would be a lot... (about twice UK domestic average of 151 in 2005 - here).
...and the UK Code for Sustainable Homes specifies 120 LPD as a mandatory standard for new homes and 80 LPD is the voluntary stretch...
Maybe a lot of reduction from 300 is 'quick wins' from swimming pools? These are potentially big water guzzlers, and there is probably a good 80:20 payback:effort rule at work with these big consumers.
